Darryl Lockett is the Director of Whole Health & Health Equity demonstrating a commitment to support the health and well-being of more than 700,000 Anthem Medicaid members and Hoosiers at large. Lockett proactively prioritizes focused outcomes for Health Equity, by integrating principles of whole health within the framework of our programs, policies, procedures, initiatives, and most vital with all our interactions with members, colleagues, and external clients. As the Director of Whole Health & Health Equity, Lockett leads the work of Anthem to remain an industry leader in addressing the Social Drivers of Health and Health Related Social Needs of communities across the state.
Passionate about increasing equity, opportunity and access for vulnerable and historically under resourced communities, Lockett has a wealth of experience in nonprofit management, political and philanthropic strategy, and diversity, equity and inclusion advocacy. Additionally, he has provided counsel in shared value and collective impact frameworks for public-private partnerships and human centered design and agile innovation principles to tech startups addressing issues of public health.
Returning to Indianapolis as the Executive Director of The Kennedy King Memorial Initiative (KKMI)–a nonprofit organization dedicated to build on the historical events of April 4, 1968, to raise awareness, provoke thought and inspire action to eliminate division and injustice, Lockett implemented collective impact frameworks for public-private partnerships to address issues of diversity, equity,
and inclusion in Indianapolis. As Executive Director he secured multi year partnership with Pacers Sports & Entertainment to develop the Marvelous Potential program: An immersive experience for elected officials, civic and business leaders, and philanthropists to provide a better understanding of the impacts of systematic disparities through the eyes and experiences of those most directly impacted; birthed Good Trouble Program in partnership with Robert F. Kennedy Human Rights (NY), Indianapolis Colts Health & Hospital Corporation of Marion County (IN), to building upon the spirit and legacy of Congressman John Lewis to engage the next generation in human rights education, practices of character education, conflict resolution, and civics education to become advocates and champions for equitable and inclusive society; and initiated the legislative process (Readied legislation for US House Introduction; Secured US Senate Co-sponsor) to gain US Department of the Interior/National Park Service recognition for the Landmark For Peace Memorial to create the second national park in the state of Indiana. Locally, Lockett has secured partnerships and funding from community institutions including: The City of Indianapolis, CICF, INHP, Lilly Endowment Inc., Health & Hospital Corporation, Visit Indy, IU Health, IUPUI, Browning Investments, Indiana Humanities.
Before joining KKMI as its first full time Executive Director in January 2020, Lockett was the advisor to the president of AARP Foundation in Washington D.C. Focused upon tackling senior poverty and helping vulnerable older adults build economic opportunity and social connectedness, he developed and implemented the Foundation’s partnership-focused growth plan, managed external relations and strategic positioning and bolstered the organization’s efforts in strategic grantmaking, innovation, and business operations.
In previous positions, Lockett has served as a research and policy fellow at the Washington Development Industry Council (WDIC), project coordinator for Greenberg Quinlan Rosner (GQR) Research and Democracy Corps and development director for the National Diversity Council.
During his professional life, Lockett has volunteered and served on civic boards in Washington, DC, Houston, TX, and Philadelphia, PA. Locally, Darryl has served as the Education Task Force Chair and former Board Member of the Indianapolis Professional Association, Managing Partner of the Kennedy King Memorial Initiative, an Advisory Board Member of the NEXT Community Impact Fund, a member of
the Horizon League Basketball Tournament Local Organizing Committee, and the convening host of the Indianapolis Commission on African American Males. He previously served as the Chair of the Steering Committee of the Central Indiana Racial Equity Fund (CIREF) and a task force member of the Business Equity Indy Impediments to Health Taskforce. Darryl was recognized in the Indianapolis Business Journal’s Forty Under 40 Class for 2023 and as a 2020 recipient of the Golden Laurel Shining Star Award of Innopower and the Indianapolis Recorder.

Lockett, a native of Indianapolis and graduate of North Central High School, holds an undergraduate degree from Howard University and has completed graduate studies in an MA/MBA dual degree program at John Hopkins University’s Carey Business School and Krieger School of Arts and Sciences. He has completed professional education in Leadership Development to Advance Equity in Health Care from the Harvard T.H. Chan School of Public Health and participated in the Management Accelerator Program of McKinsey & Company.
He and his wife Dr. Amanda Washington Lockett, originally from Richmond, Virginia, are the proud parents of three amazing children, Landon, Olivia, and Reese.
