Roxy Ndebumadu is a fighter and survivor. She is defined by resiliency, ambition, and life experiences that taught her to persevere through adversity. She has called Bowie, Maryland, her home for over twenty years. She is an award-winning trailblazer who drives inspiration, leads innovation, and cultivates communities. She is also a storyteller who gets others to face fears and tell stories.
In November 2019, Roxy made history by being the youngest woman elected to serve as Bowie City Councilwoman and the first African American woman to represent District 4 in Maryland. She was re-elected to a second term in November 2023.
Roxy was recognized and appointed by Governor Hogan and County Executive Angela Alsobrooks to the Maryland State Board of Waterworks, most recently the Maryland State Board of Affordable Housing, and the African Diaspora Advisory Board for Prince George’s County, MD. Roxy is currently a Rodel Fellow focusing on Public Leadership.
She graduated from Howard University with a Bachelor of Science in Health Sciences. Despite focusing on Health Sciences, her career took a sudden u-turn. Due to a desire to help tackle technology infrastructure issues in emerging markets and rural areas for underprivileged communities – she transitioned into tech. Previously at Microsoft, Roxy was instrumental in redefining how tech was used domestically and internationally, spearheading the modernization of cloud businesses and the development of tactical and strategic workstreams. She taught her teams the value of intentionally leading complex systems focused on human-centered design at an unheard-of scale. Most known for her work in disruptive innovation, Roxy has become the “Olivia Pope” for Federal Government, Commercial Enterprises, and C-suite executives worldwide. At Twitch, owned by Amazon, Roxy focuses on influencing the company’s strategy for combating online harm within Customer Trust.
Roxy spends her free time selflessly giving to causes such as Women in Technology, the Junior League of Washington, the Johns Hopkins Carey Business School Advisory Board, The Policy Circle, Brookings Institution, 100 Black Men of America, The Women’s Center, the Global Give Back Circle, venture capital firms, and pro bono advising corporations on technology in emerging markets.
